
Athiphat Muthitacharoen is a Professor of Economics at Chulalongkorn University, specializing in fiscal policy, taxation, and public finance. His work examines how tax and spending policies shape household behavior, firm decisions, and long-term fiscal sustainability, with a focus on emerging economies. He is particularly interested in strengthening fiscal accountability through better policy design, empirical evidence, and public communication.
He serves on Thailand’s Public Debt Policy Board and has advised various organizations including Thailand’s Ministry of Finance, the Asian Development Bank, World Bank, and UNESCAP. He previously served as an economist at the U.S. Congressional Budget Office. He is a 2026 Global Eisenhower Fellow and a recipient of the Richard Musgrave Prize from the National Tax Association, as well as research awards from ADB/IEA and Thailand’s National Research Council.
He holds a Ph.D. in economics from Rice University (USA). He also received an M.A. in International Economics and Finance, and a B.A. in economics from Chulalongkorn University where he was awarded a gold medal for graduating top in the field of study.
