สำเร็จการศึกษาระดับปริญญาตรีด้านเศรษฐศาสตร์จากมหาวิทยาลัยธรรมศาสตร์ ปริญญาโทและปริญญาเอกด้านเศรษฐศาสตร์จาก University of Warwick ประเทศสหราชอาณาจักร

ปัจจุบันเป็นหัวหน้ากลุ่มงานวิจัย สถาบันวิจัยเศรษฐกิจป๋วย อึ๊งภากรณ์ ในด้านประสบการณ์ทำงาน ดร.กรรณิการ์ เคยเป็นนักวิชาการอาวุโสที่สถาบันวิจัยเพื่อการพัฒนาประเทศไทย และเคยเป็นอาจารย์ประจำ School of Economics and Finance มหาวิทยาลัย St Andrews

ดร.กรรณิการ์ มีความเชี่ยวชาญในด้านเศรษฐศาสตร์การเงินระหว่างประเทศ เศรษฐศาสตร์สิ่งแวดล้อมและเศรษฐศาสตร์พฤติกรรม โดยเฉพาะนโยบายการเปลี่ยนแปลงภูมิอากาศและการพัฒนาสีเขียว
